Notice is hereby given that BWI, LLC, Construction Manager for Flanner House Community Center will be accepting fixed price General Contractor (GC) bid proposals for Flanner House Community Center (Owner) Library Project. The project is being funded through the City of Indianapolis Community Development Block Grant Funds (CDBG), all in accordance with CDBG regulations and all bid documents. Bids must be received via email to ghobbs@bwillc.com no later than Tuesday, January 8, 2021 3:00 PM (EST). Bids received after this date and time WILL NOT be accepted. There will be a walk-thru of the project on January 4, 2021 at 1 pm. All bidders are encouraged to attend.
The purpose of this project is to renovate the existing Flanner House Community Center Library located at 2424 Doctor M.L.K. Jr Street, Indianapolis, IN 46208, creating a comfortable safe environment for learning and fellowship that’s accessible to the community. Our project converts a closed library into an inclusive physical space where the Northwest community feels welcome and receives services. The public facility will be multi-purpose where community residents connect with each other at workshops, public meetings, and networking events. The facility will also house adult and family literacy workshops needed to close academic gaps for future education and/or employment training. In partnership with Marian University, we will serve LMI residents, business owners, and employees in the Northwest King Commons Great Places Neighborhood. This project will continue to improve an already vibrant and improving community.

Plans for the project can be found as Attachment A. Specs can be found as Attachment B. Project will be governed by the Davis Bacon Wage Act –Wage Determination as found as Attachment C.
All bids received by the deadline shall be reviewed by BWI. All bids must include all requested work items, conform to the project standards/specifications and be responsive, accurate and cost reasonable. BWI will select the contractor to perform all work required and the contract will be executed between BWI Contractors LLC and the winning contractor. All bidders and interested persons agree to follow BWILLC’s website regarding updates and instructions. Bidders are responsible for obtaining complete sets of bid documents and assume the risk of any errors or omissions in the bid documents. Bids must be submitted on the Contractor Project Bid Form (Attachment D)
You are reminded to bid only on the entire scope. The bid should be broken out into the trades listed above along with your fee (General conditions, profit, and overhead). In the event the owner should request additional work or deletion of any work from the write-up, or should you feel additional work is required, those items, along with costs, shall be listed on a separate piece of paper or letterhead stationery. All additional items will be considered separately from the base bid and consideration of any changes will be negotiated with the owner after the bid opening.
BWI has the right to reject any and all bids at their sole discretion. Should you have any questions or concerns about any of the items on the work write-up place contact Gary Hobbs Jr., BWI Contractors, LLC (Ghobbsjr@bwillc.com) for clarification prior to bidding. All questions must be submitted by January 6th at 3 pm. Answers will be posted on the website. You are reminded that your bid should be inclusive of all fees, permits, and all other costs. The owner is tax exempt.

Upon selection of the winning contractor, BWI will send a bid award notice to the selected contractor. The bidder to whom the contract is awarded will be required to furnish a Performance, Maintenance and Payment Bond. The bid award notice will advise the selecting contractor of the date, time and location of the pre-construction conference that must take place before any work can begin. Upon satisfactory completion of the pre-construction conference BWI Contractors LLC will issue a Notice to Proceed, which must be executed by the selected contractor as well.
The BWI reserve their rights to accept or reject any Bid and to waive irregularities in bidding. All Bids may be held for a period not exceed sixty (60) days before awarding contracts.
